Leonila P. Galerio

 

She completed B.S. in Biology and a degree holder of M. S. in Environmental and Resource Management. She gained eligibility from DENR as Environmental Impact Assessment Preparer and Pollution Control Officer, an accreditation from DOLE as Safety Officer. Her field of expertise is in environmental impact assessment (EIA), formulation of environmental management plan (EMP) and resettlement action plan, performing environmental compliance monitoring (ECM), and process documentation and reporting of environmental processes. She also got experience in environmental planning for industrial estate, residential and commercial complex, and recreational facilities, as well as in the conduct of environmental and audit and due diligence for compliance performance of environmental commitments in the water, energy and transportation sectors. 

 

 

MARILOU M. BAARDE

 

She is a graduate of Doctor in Business Administration (DBA), Master’s Degree in Business Administration (MBA) and undergraduate course of Business Administration major in Marketing at the Ateneo De Davao University. Her skills are as follows: Strategic Planning, Business Development, Marketing Research, Sales Management, Social Media Marketing, Training & Development, Advertising & Promotions, Financial Analysis, and Banking Operations. She is a Specialist of the Dept. of Science & Technology, Region XI as an External Regional Technical Evaluator (EXRTEC) handling project evaluations under the SETUP-BED Program for various proponents needing biotech interventions from the department. A former Associate Professor of Ateneo De Davao School of Business & Governance from 1999 to 2014.

 

 

MA. LUISA P. MARTINEZ

 

She is a licensed Chemical Engineer (1990) and Environmental Planner (2013) and has completed her Master of Science in Chemical Engineering and Doctor of Philosophy in Environmental Science at U.P. Diliman.  Her expertise is in the field of environmental impact assessment, environmental and disaster risks assessment, formulation of resettlement action plan, air pollution dispersion modeling,  development and conduct of air quality monitoring program, water quality modeling, physical underwater (marine) survey through underwater videography and photography, noise quality modeling, hazardous waste management, development of Integrated Management System (IMS), development and implementation of Clean Development Mechanism (CDM) projects, development and implementation of reforestation projects, environmental and other related permits application.

 

GEOFFREY L. CUETO

She is a licensed Civil Engineer (1995) and Environmental Planner (2009) and has completed his Diploma Program in Transportation Planning (2002) at U.P. Diliman – School of Urban and Regional Planning.  His expertise is in the field Civil Engineer, Environmental Planner, TIA Preparer, Lecturer, Project Management, Environmental, Health and Safety, Pollution Control and Facility Management, Project Development, Monitoring and Evaluation, Planning and Budgeting.

 

 

RODERICK R. TECSON

 

He is a licensed Civil-Geotechnical Engineer with experience in project construction management, quantity surveying, planning & scheduling, coordination & interfacing of civil and other construction work, foundation, settlement, bearing capacity, seepage, slope stability, liquefaction, bored, driven and sheet pile for various structures including hydroelectric power plants, independent spent fuel storage installation sites, and dams. Has experience with geotechnical scope of work preparation and cost estimate. He has almost fifteen years cumulative experience in geotechnical engineering earned locally and abroad. He is an accredited geotechnical engineer and EGGAR preparer by DENR-MGB Region XI, Davao City, Philippines. His expertise is in the field of geotechnical engineering, geo-hazard assessment, subsurface soil investigations, cost estimate, foundation design, site investigation, geological, geophysical and geotechnical studies, laboratory and field testing, field and laboratory data interpretation and preparation of geotechnical engineering investigation as well as EGGA reports.

LOURDES CHRISTIAN R. ALEJAN

 

She is a licensed geologist with a masters degree in Geo-information Science and Earth at ITC – Universiteit Twente, Enschede, Netherlands. She is a field geologist experienced in geological mapping, mineral exploration, geologic hazard assessments and analysis of remotely-sensed data. Trained in point and image data interpretation of multi and hyperspectral data for resource exploration with integration of ancillary datasets. She has extensive experience in water resources field works and hydrologic modeling using USACE’s, HEC-RAS and HEC-HMS models especially in flood mapping.

Resettlement Action Plan Project

Prepared and Implemented the Resettlement Action Plans (RAP) based on ADB  RAP Guidelines and as such does the following for the following Thermal Power Plant  and High Voltage Electric Transmission Line Projects:

 

1. Identification of the Project-Affected-Persons (PAFs) within the Right-of-Way (ROW) for  high voltage electric transmission line projects;

2. Identification of damages to properties;

3. Consultations with the concerned PAFs, NGOs and community hosts or Barangay Officials;

4. Socioeconomic data gathering;

5. Classification of PAFs as to type of damages, eligibility and entitlement criteria and socioeconomic characteristics;

6. Social planning and income restoration by development of compensation options  and livelihood programs for the PAFs by considering fairness and long term sustainability;

7. Identification of  the Relocations sites;

8. Conduct of   environmental impact assessment (EIA) for the relocation sites;

9. Establishment of resettlement group who will implement the RAP for PAFs, this included staffing and budgeting, staff training and capacity building, and by considering NGOs as resettlement implementation agents; and

10. RAP  internal monitoring, review and evaluation, this include identification of monitoring indicators.

1. 2 x 300 MW Masinloc Coal-Fired Thermal Power Project, Masinloc, Zambales,  1998-2002;
